Donate to the Cecil Heating Assistance Program (CHAP) Any Time of YearNow you can donate to CHAP at any time during the year. CHAP funds are provided by voluntary donations by customers like you.  To donate, just add $1, $2, $5, $10, $15 or $20 to your monthly bill payment. 

Our system will automatically recognize your overpayment in the amounts noted above as a donation to CHAP.

Note:  If you would like to pay ahead on your bill, add an amount other  than $1, $2, $5, $10, $15 or $20, to your monthly bill payment so that your account is noted correctly.

Elkton Gas customers who are having trouble paying their bills are encouraged to reach out to the Consumer Credit Counseling Service (CCCS). Call 1-800-251-CCCS or visit http://www.cccsinc.org/ or http://www.cccsenespanol.org/.

Energy Assistance Offered by MEAP
If you or someone you know is having trouble keeping up with energy bills, assistance is available. The Maryland Energy Assistance Program – MEAP – is available to provide assistance to income-eligible households to offset the costs of home energy. Please contact the Cecil County Department of Social Services at 410-996-0270 or www.dhr.state.md.us/meap/.

Utility Service Protection Program (USPP)
USPP is an even monthly payment program developed for low income families by the Maryland Public Service Commission and sponsored by your local utility.  You are eligible for USPP if you qualify for assistance from MEAP and agree to make the required payment each month.  You may apply for USPP when you apply for MEAP.

With USPP you will have no deposit or reconnection charges to pay, but you must pay any amount on your past due bill above $400.00. If you do not use gas as your primary heat source, you must pay the total bill for gas service.
